Why didn't the Ewells have to go to school?

The Ewells have a tacit arrangement with the education authorities. Their kids turn up once at the start of each term, have their names marked in the register, and then go straight back home, where they spend the rest of the school year. The authorities have figured out that it's probably a complete waste of time trying to get the Ewell children to learn anything. At the same time, however, they need to tick the appropriate bureaucratic boxes to satisfy the demands of the law. And so everyone goes through the annual charade of a Ewell child turning up for one day of schooling.
Unfortunately, the new teacher, Miss Caroline, didn't get the memo. She wants Burris to return to school just as soon as he's washed all the cooties out of his hair. But Burris has no intention of doing so and gives Miss Caroline some smack talk before storming out of class.
