Melissa tells J that his mom has left an envelope for him. J naturally assumes that it contains a parental consent form for testosterone. In actual fact, however, it's full of all the college application forms that J left behind. Along with the forms there's an urgent note from J's mom urging him to fill out the forms and complete his essay assignments, some of which are due at the end of the month.
As one can imagine, J's pretty disappointed by the contents of the envelope. As well as there being no parental consent form, there's also no word of his father. His mom's note is also somewhat lacking in motherly affection. There's no expression of love or support from J's mom in her letter; she just tells her son that he needs to get a lot of stuff done, and fast.
