Billy really hates living in Longlands Road. As well as having to put up with an abusive, alcoholic father, he hates the fact that the place where he lives is such a dump. Billy holds a scathing view of the crummy neighborhood in which he lives, vividly describing it as "so run-down and beat." This is a place where you can see trucks still on their blocks, mounds of unmown grass, and broken windows.
All in all, this is the kind of place where no one would want to live if they had a choice. Everything about Longlands Road speaks of decay. No wonder that Billy describes it in such witheringly colorful terms: he refers to it as "Nowheresville," full of "deadbeat no-hoper / shithole lonely downtrodden houses." This neighborhood is going nowhere fast, and Billy realizes that the longer he stays in Longlands Road, the more likely he is to end up just like the "deadbeats" and "no-hopers" currently living there.
