This is a difficult question to answer, because it is very hard to compare presidents. Unfortunately, all of their accomplishments or failings are surrounded by different events, economic climates, and political crises—not to mention the difficulties faced when there is a different controlling interest in Congress.
I will say that, overall, the first George Bush is generally less reviled than his son. Many people complain that George W. Bush made rash decisions when it came to foreign policy and that the United States intervened too quickly in the Middle East. Some of this resentment may be fueled by the growing political divide between the two major parties; in George H. W. Bush's time, there was much more cross-party cooperation.
George W. Bush did manage to get reelected, while his father failed on that end.
In the end, both of them had their successes and failings, but for several reasons George W. Bush will be remembered less fondly than his father.
