Ontario's pesticide ban took effect in April of 2009, which forbad the private use of pesticides for cosmetic purposes (such as for the general maintenance of personal yards, driveways, and gardens).
However, in some public spaces, higher-risk pesticides are permitted in certain situations. With the written approval from the Ministry of the Interior, sports fields may use pesticides in order to prepare for international sporting events. Once the event ends, the use of pesticides must stop. Additionally, Ontario's forest workers—in their duties harvesting and reforesting certain parts of the province—are permitted to use pesticides in order to protect trees from pests and to control competing vegetation. These workers are still held to stringent rules regarding pesticide use.
These exceptions were enacted in order to help control Ontario's natural vegetation, to protect at-risk and economically crucial forest products, to assist in farming, and to control the spread of disease-carrying insects, such as mosquitos found in Canada that are frequently found to be infected by the West Nile virus.
With regards to golf courses, these areas have been required by the Ministry of the Interior to implement new vegetation-control programs, which are specifically designed to control the number of plants they possess that require the use of pesticides. Furthermore, these golf courses must publish annual reports of what pesticides they have been using for evaluation by the Ministry. The products put to use cultivating golf courses must be approved by the government, and landscapers are required to undergo significant training before applying approved pesticides.

Despite the ban on cosmetic pesticides in Ontario, some people still believe that there is a need for pesticides. Research Ontario's cosmetic pesticide ban and identify at least two commercial areas that are able to use pesticides. Explain why pesticides are still allowed for these uses. (Do not include golf courses as one of the commercial areas: see question 2.) Golf courses have been criticized for using too many pesticides. The Ontario cosmetic pesticide ban doesn't apply to golf courses. What restrictions are on golf courses in Ontario regarding pesticide use to ensure public safety?
