How is Roy shy?

Though maybe not quite as shy as Mullet Fingers, Roy's still pretty withdrawn, all the same—at least when the story begins. Roy's only recently moved to Florida with his family, so he doesn't know anyone. Under the circumstances, it's only natural that he should keep to himself at school and eat on his own in the canteen. There's nothing that Roy wants more than to be allowed to blend in quietly and not be noticed.
It doesn't quite work out like that, of course. But that's mainly because the other kids at school approach him, which eventually leads him down the path of becoming a very outspoken and vocal supporter of saving the owls from the destruction of their habitat. It says something about Roy's shyness that it's other kids such as Garrett and Beatrice who take the first steps in making friends with him, rather than the other way around.
