Contrary to popular belief that President Hoover failed as a president because of the Great Depression, there were positive attributes about him. For instance, he made significant efforts in helping Europe during the First World War. Many people in Western Europe had suffered from the war. Furthermore, I think that Hoover was a morally upright man. There were no scandals about him, and he acted in an ethical way during his term.
The US economy had previously experienced recessions and overcome them. Therefore, there was the perception at the time that the economy would bounce back as it had previously. For this reason, the president did not anticipate that the recession during his term would be severe. I think that many presidents and leaders of his time would have responded in the same way.
