What were Grover Cleveland's major accomplishments?

One of Grover Cleveland's major accomplishments was bouncing back from defeat after serving as a one-term president of the United States. He regained the Democratic Party's nomination in 1892 after a four-year hiatus. He thus became the first and only president to serve two non-consecutive terms in office, being elected president from 1884-1888 and from 1892-96.
As for policy achievements, his major accomplishment was the Interstate Commerce Act of 1887. This regulated the railroads, forced them to publish their prices and behave more fairly, and provided an important blueprint for the creation of future federal agencies in the twentieth century.
Cleveland also oversaw upgrading the armed forces, especially the U.S. Navy, which needed to be modernized. The sixteen steel hulled battleships he commissioned were useful in the Spanish-American War and World War I.
Cleveland is celebrated for fighting corruption and for his dedication to limited government. For many conservatives, he is an exemplar of small government thinking and a model fighter for that cause.
