When Cindy returns to the car after trying to get help, she's in considerable pain. Her feet are soaking wet, and they hurt like hell. When she finally manages to pull off her boots, she finds that her socks are stuck to her skin. It takes her a while to peel off her socks, but when she does, she sees that her feet are covered in purple blotches and her toes are all waxy.
Tony immediately realizes that Cindy's toes are frostbitten. His not-very-helpful suggestion is that Cindy needs to rub them with snow otherwise they'll fall off. Cindy bites Tony's head off, telling him that in such a situation, you need to keep your toes dry and warm. That's what she learned in a first-aid course she took the previous summer.
